Jam to observe however that His Excellency, is unable to agree to the proposal that the designs of any buildings to be erected between the Barracks and the Sea shall be submitted through the Officer Commanding the Troops to the Principal Military Medical Officer and the Commanding Royal Engineer for their approval before Execution.
It appears to His Excellency that if the condition here imposed is inserted in the Crown Leases it would totally unnecessarily injure and destroy the selling value of each lot. There would be no certainty as to what buildings would or would not be allowed by a Military officer, as the decision would not rest with Surveyors who are constantly changing, and who might hold
